Kevin Jeon fed91103b2 [Internal Master] Update SurfaceFlinger pin 
PA Notes:
- Not merged to master, but merged to internal master.
- Original commit removes libsurfaceflinger but I do not
  because we have enough memory.

Test: Builds as expected after this change, and flashes successfully.

[ProtonAOSP] packages: Build QuickAccessWallet plugin for SystemUI 
This plugin that provides the wallet (cards and passes) integration in
the power menu is now open-source, so let's build it.

Alexander Koskovich 44619177ad pa: config: Enable blurs by default.
