For MSM8996 target, RNDIS is enabled with BAM-to-BAM to IPA for the
datapath. Set the transport type accordingly, which allows the USB
composite driver to choose the f_qc_rndis driver that supports this.

The Embms time sync feature is controlled by persist.radio.sib16_support
property. Change the default value of this property to 1 and therefore
enable the time sync feature by default.

Disables BLE Peripheral Adv name compile time
