Zhao Fan ce9469b0d2 IMS-VT: Ignore mobile data change for VT calls for some operators. 
For CMCC/CU/CT operators, turning mobile data OFF shall not
impact VT services.

Mayank Rana a608ce3506 init.msm.usb.configfs.rc: fix interface order between ADB and RMNET 
0x9084 PID supports - DIAG + QDSS Trace (bulk in) + QDSS Debug (bulk in/out)
+ ADB + RMNET USB composition. USB rules for this composition has order
change between ADB and RMNET interface causing mismatch with expected
interface number for these interfaces with USB host side driver. This
results into loading ADB driver for RMNET interface and RMNET driver
for ADB interface with USB host. Fix this issue by correcting ADB and
RMNET bind order with USB rule.

John Zhao 62afccbe31 common: start the hbtp only when the ro.bootmode is not the charger 
In power off mode, the hbtp should not be started. Wrapping it
for all corresponding targets.

Chris Lew 8c60c7df1b irsc_util: Start binaries from vendor partition 
As per Android-O architecture, irsc_util and sec_config file
is moved to vendor partition. Start irsc_util service from
vendor partition and update with new sec_config path.

Subash Abhinov Kasiviswanathan e450dec00a data: Remove references to deprecated modules 
- bridgemgr is no longer used
- Tethering is supported by framework, so we no longer require
  setting properties from scripts.
- fmc has been deprecated for a while
- rmnetcli is a test binary and is not needed in full builds

Bharat Pawar d36cf0c00d common: Enable soft navigation for 8937 QRD target 
8937 QRD device is not booting up because of
repeated system UI crash. It is overcome by enabling
soft navigation keys for now.
