Alexander Koskovich 228d6c49f9 pa: overlay: Clean up RRO makefiles and manifests. 
* A lot of these are implied or not needed for RRO.

 * Please keep formatting the same across these, the
   NavigationBarModeGesturalOverlay* stuff from ArrowOS
   used different comments for their copyright header.

 * Removed some packages/configs for GApps related overlays,
   please set them in GApps from now on since we ship with
   them. There is likely more leftover GMS stuff but I wasn't
   going to inspect each one.

Kra1o5 b63733c8f4 pa: Move strings translations overlays to common 
- RRO isnt working actually for strings overrides.
- Keep ParanoidDozeOverlay and ParanoidLauncherOverlay empty to avoid not booting after OTA update due to a missing RRO package.
