Timi Rautamäki 3ac4f0ef92 overlay: Frameworks: Default to dark theme 
- This makes sense, now that Google's SUW supports it.
- As an added bonus we now don't see udfps flickering

Omkar Chandorkar 0a8124a14f overlay: Do not force enable shutter sounds for India 
- There is no law forcing shutter sounds in India.
- No OEM except Google seems to do this. why?

Evan Anderson ad848463d6 aospa: Disable GBK in Wi-Fi overlay for all targets 
This feature is used for character encoding in China,
but is breaking Wi-Fi connections in the new
GMS Setup Wizard. AOSP does not support this
feature, so disable for now.
