Although ever present, an increased regression introduced with
commit b6bee33182 (liblog: logd:
support logd.timestamp = monotonic).
A signal handler can interrupt in locked context, if log is written
in the signal handler, we are in deadlock. To reduce the contention
and chances for this problem separate out timestamp lock from is
loggable lock to reduce contention situations. Provide a best-guess
response if lock would fail in timestamp path.
Use a common lock() inline within each module, with a comment speaking
to the issues surrounding calling a function that has a mutex within
a signal handler.
ToDo: Hold off signals temporarily in mainline, restart when unblock.
Can not use pthread_sigmask(SIG_BLOCK,,) as it breaks AtCmd.

In order to make it easier to find radio system logging
mistakes, if LINT_RLOG is defined we will remove all the
definitions for ALOG* and SLOG*, as well as the log ids
to introduce compile and link errors.

- take android_testLog from the bonepile and resurrect
- android_testLog is used, and makes sense in its current context
as a holder for Android Logging policy.
- Default level when not specified is ANDROID_LOG_VERBOSE for
eng and userdebug, and ANDROID_LOG_DEBUG for user.
NB: Properties, which are associated with __android_log_is_loggable are
not to be adjusted in user release; it would be useful at that juncture to
return a constant of (0) for VERBOSE, and a (1) for others on user builds.
Or default level to drop to ANDROID_LOG_DEBUG for all in future.

- Add new liblog API __android_log_is_loggable(prio, tag, def)

Implement LOG_EVENT_STRING, so that native code can create new
event log entries. This is needed to support logging SELinux denials
to the event log.

Wrap the call in a if (0) when verbose logging is disabled
to provide compile time checking.
Also add a printf format attribute to the function to warn
if parameters are incorrect.

Move the liblog headers to log/ instead of cutils/ to complete
the separation of libcutils and liblog. cutils/log.h still
exists and includes log/log.h in order to support the many existing
modules that use cutils/log.h.
