Make telecom a non-persistent process.
There are still activities that run in short-lived telecom processes because the system process doesn't run activities. By having persistent=true, these short-lived processes ended up living forever. For the components that run in the system process, things should remain unchanged since the system process is already persistent. Bug: 18112269 Change-Id: I0cc59119dc421e1d3dd4c63440487bdd7ce99b9d
