- Add default audio_policy.conf in common
- This config file contains only AOSP audio
profiles. All extended profiles are removed
- This config file is used when USE_CUSTOM_AUDIO_POLICY
is not set or not set to 1.

- If present, MPEG4Writer adds the value of startOffsetMs to the
recording start time.
- Currently, the default value of 700ms is used.
- This value is too high and leads to larger than expected
initial frame drops.

software AAC encoder.
- Remove EVRC/QCELP/AC3/MP3 HW decoders to pass CTS test
SW decoders are used for these formats and HW decoders
are not compiled.

- With the current AAC OMX SW decoder, the decoding time
is increased.
- This commit is to add non-OMX AAC SW decoder which reduces
the power consumption in LPA mode.
