Ajay Dudani a68d284aee meta_image: Generate devinfo.bin when extracting meta images. 
devinfo.bin with updated radio & bootloader version numbers
now gets generated when extracting a meta image.

We support versions on bootloader and radio meta images only.
Run meta_image -x back to back on each of these images to update
version numbers for both images.

Preliminary version of host tool to generate meta image which can be
given to bootloader for flashing.
