Jake Weinstein f815cf4635 common: sepolicy: Commonize system SEPolicy 
There's no reason for these to be separate since
all devices use the same QSSI system policy.

This also fixes inheriting of system policies
as the directory in the Makefile and
the actual directory did not match before.
