Enabling overlay will risk having a later market installed NLP
or FLP that comes with gcore from app store override the tested
platform NLP or FLP. Something might get broken.

- Default AOSP implementation is to restart the radio for PDP
error cause = 36-Regular deactivation.
- Add xml based option to disable this implementation and treat
error=36 as temp failure.

The config item to enable checking the EF_CSP data to determine

Default Android behavior is to pop up a prompt that a
card has been inserted/removed and to reboot the device.

When host goes to suspend it can offload
preferred network list(if any) so that chip would perform
periodic scan and indicate host about availability of the
network once the DUT comes in the range of preferred network.

- QCOM's CODEC detects headset through standard ALSA
jack APK which use the linux /dev/input/event
subsystem to detect the switch changes of headset.
- Set config_useDevInputEventForAudioJack to true to
avoid using the older uevent framework

After suspend default android configuration doesn't show display
after resuming because of USB plugged in. "config_unplugTurnsOnScreen"
