soong_ui now guarantees DIST_DIR is set in the environment, so remove
the default.
Use dist-for-goals instead of writing directly into DIST_DIR.
When building the system image, use DIST_DIR from the environment
instead of from make. This will eventually stop working, but this will
work for now.

Package gpl_source.tgz directly into the dist directory (which is
always removed between build server builds) so that FORCE is not
needed. This prevents the build system from seeing a dirty rule
at the end of a make checkbuild dist.

We have no rigorous way to detect whether the code referenced for this
mechanism changes in between builds. So declare this as a phony target
so that it is rebuilt every time.
