Add fractional/native sample rates to applicable profiles
to enable configuration of ADM at those rates.
Without this end to end playback of native clips with
sample rate >= 88.2 kHz is not truly native.

- Make direct output independent of flag AUDIO_OUTPUT_FLAG_DIRECT_PCM.
- Remove multi-channel profile as it is redundant with respect to
direct output profiles.

Add audio output policy configuration for
pro audio. This will be used when ULLPP
is used.

-DSD playback is failing because of missing DSD format
-24 bit output of compress passthrough is not needed as DSP always
sets the ADM at 16bit for passthrough usecases.
-Re-enable DSD format

Rename all instances of msmcobalt to msm8998. Rename
the config directory, defines, functions, and look for
the renamed target and soundcard.
